Common factors or characteristics identified by research that has influence on the process of cooperation, including leadership, communication, sustainability, unity, participation, and a history of successful performance (Hogue, et al, 1995, Keith et. al, 1993). Borden (1997) has identified four factors: internal communication, external communication, membership, the approach and objectives.
Borden & Perkins(1999) identifies and defines the following factors for the development of a simple self-assessment tool. This tool can be used by groups to stimulate discussion, after an independent assessment of the collective effort of each component. It can also provide an overview of the main factors that are crucial to success in a common project.
• Communication – clear and open with an established procedure.
• Sustainability – there is a plan for the conservation of participation and resources throughoutproject, including guidelines for replacement of members.
• Research and evaluation – an assessment of needs is made, the objectives are clear, and there are measures in place processes to collect information and investigate these goals.
• political climate – there is a positive environment and history of power and decision-making. Political climate may be within the group as a set of systems within the network group of people;
• Resources –There is access to necessary resources. Resources refer to four types of capital: the environment, in kind, financial, and man;
• catalysts – began the collaboration as a consequence of the existence of the problem (s) or cause (s) for cooperation to exist requires a comprehensive approach;
• policies / laws / regulations – can cooperate in the framework of existing policies, laws and / or regulations, or may be modified or created
• History –The group has a tradition of working together to solve problems;
